Abstract
The purposes of the study are to describe the quality improvement performance, the Price of Non-Conformance (PONC) format, and its model in demographic services in East Java. In this case, the researchers use mix method. Moreover, the researchers obtain the primary data from four districts that consist of 600 respondents and 12 informants. After attaining the data, the researchers process and analyze it by using community satisfaction index and FGD. The results show thta the community satisfaction category in East Java in relation to ID card and family card services is satisfactory with grade B (73,73). Besides, the community satisfaction category in relation to birth certificates service is also satisfactory with grade B (70,89). However, the price of Non-Conformance (PONC)in supporting the administrative employment services still indicates a very low point, 41,08%. Here, the Price of Non-Conformace (PONC) format is in the form of mailbox. In addition, the complaint services through media and complaint center and community services have not been maximally yet.
