Abstract

Human capital and professional skills are essential determinants of labor productivity, employment opportunities, household income, and sustainable poverty reduction. This study examines the economic significance of education, vocational training, and skills development in reducing poverty in Uzbekistan. The research draws on official national statistics and World Bank publications, applying comparative and descriptive methods to analyze poverty trends and the relationship between human capital development and economic opportunities. Official statistics indicate that Uzbekistan's national poverty rate declined from 17.0% in 2021 to 8.9% in 2024 and further to 5.8% in 2025. The World Bank's 2026 poverty assessment identifies rising wage employment and higher wage earnings as major drivers of poverty reduction. However, persistent skills mismatches, regional inequalities, informal employment, and unequal access to economic opportunities remain important challenges. The study argues that sustainable poverty reduction requires an integrated approach combining accessible education, market-oriented vocational training, digital skills, lifelong learning, and stronger links between training institutions and employers. The findings provide a basis for improving human capital policies and promoting inclusive economic development in Uzbekistan.
