Abstract
The rapid expansion and digitalisation of international tourism have increased the range and intensity of security risks faced by tourism enterprises. Hotels, tour operators, travel agencies, transport providers, catering businesses and other tourism entities are exposed to physical, occupational, sanitary, digital, financial, reputational and supply-chain risks, and a failure in one link of the service chain can quickly affect the whole tourism product and the image of the destination. The purpose of this article is to develop an integrated risk-based framework for strengthening the security and organisational resilience of tourism-sector entities. The study applies content and comparative analysis of peer-reviewed literature and international risk-management standards, risk classification, descriptive analysis of official tourism statistics of the Republic of Uzbekistan for 2020–2025 and conceptual modelling. The analysis shows that foreign tourism-purpose visits to Uzbekistan increased from 1.50 million in 2020 to approximately 11.68 million in 2025, which enlarges the volume of service interactions in which incidents may occur. On this basis, the article proposes the Tourism Entity Security and Resilience Model (TESRM), a seven-stage management cycle from risk identification to organisational learning, and the Tourism Entity Security Index (TESI), a weighted diagnostic instrument covering six dimensions: physical and infrastructure safety, occupational and personnel security, information and cybersecurity, financial resilience, partner and supply-chain reliability, and emergency-management capacity. Practical recommendations are formulated for a tiered and proportionate implementation in Uzbek tourism enterprises, particularly SMEs. The study concludes that sustainable destination safety depends on the resilience of the enterprises that deliver tourism services.
