Abstract
This article examines the economic and institutional nature of direct contracting in the public procurement system, the current state of oversight, the principal risks, and directions for improving digital control mechanisms. Although direct contracting may enable rapid procurement in emergencies, from a single supplier, in cases of technical exclusivity, or in other exceptional circumstances established by law, limited competitive pressure may increase the risks of artificial price inflation, conflicts of interest, related-party links, procurement splitting, repeated contracts, and non-disclosure of information. A dynamic and econometric analysis was conducted using the procurement activities of Uzbekcoal JSC for 2021-2025 as an example. Panel regression results indicate that the average value per transaction under direct procurement is significantly higher than under other procurement methods after controlling for the time trend and the number of transactions. The article proposes a Digital Justification Passport, a two-stage digital filter, a Direct Contract Risk Score, graph-based affiliation analysis, repeated-contract and split-purchase detectors, and an integrated model linking contract performance to oversight.
