Abstract

This study examines the theoretical, institutional, and economic foundations of strategic public procurement planning by public contracting authorities and the mechanisms for aligning procurement with budgetary and investment planning, sectoral programmes, production plans, and public policy priorities. The annual and quarterly planning mechanisms established under Uzbekistan's current regulatory framework are compared with the integration of public procurement and public financial management in OECD countries, the World Bank's Project Procurement Strategy for Development (PPSD), and acquisition planning and multi-year contracting practices in the United States. Based on the findings, the article proposes a set of mutually reinforcing mechanisms: ex ante identification of medium- and long-term procurement needs; the introduction of rolling plans for major procurements covering at least three years; a dedicated Investment Project Procurement Plan; framework agreements and category-based procurement for recurring needs; a digital linkage between expenditure estimates/business plans and procurement plans; market-price- and inflation-linked price controls under framework agreements; and a requirement for at least three years of guaranteed operation, maintenance, and service support for technically complex goods.
