Abstract

Objective: This article aims to analyze demographic dynamics and education participation patterns in Mojokerto City and to formulate an adaptive education policy framework by adapting the Recovery, Resilience, and Cooperation (RRC) framework developed by ASEAN member states during the COVID-19 pandemic. Method: The study employs a descriptive qualitative approach within a policy analysis design, combining descriptive quantitative analysis of secondary demographic and education participation data for Mojokerto City for the 2014-2024 period with simple linear regression trend projections to 2034, and content analysis of regional policy documents and international academic literature to adapt the RRC framework to a city-government context. Results: The findings show that the number of births in Mojokerto City declined by 25.6 percent between 2014 and 2024, accompanied by a rising share of the working-age population, while the Net Enrollment Rate (NER) for primary education reached 100 percent in 2024, whereas the NER for senior secondary education declined to 71.5 percent. These findings indicate a shift in local education challenges from access expansion toward ensuring continuity and quality of learning across education levels. Novelty: The proposed RRC framework, comprising recovery, resilience, and cooperation agendas, is recommended as a basis for formulating integrated education policy responsive to the changing demographic structure of Mojokerto City.
