Abstract
Village Fund Allocation (ADD) is a financial budget provided by the government to villages, which comes from regional tax sharing and from central and regional financial balance funds received by the district. The allocation of village funds for Sungai Dalam, Babirik District, Hulu Sungai Utara Regency, is Rp. 591,601,000 at 2022 year. With funds of that size it raises problems such as inappropriate planning. The purpose of this study was to determine the Effectiveness of Village Fund Allocation Management (ADD) in Sungai Dalam Village, Babirik District, Hulu Sungai Utara District. This study used a descriptive-qualitative type using a purposive sampling technique with 12 informants. Collecting research data by means of interviews, observation and documentation. The data analysis techniques include data reduction, data presentation, and drawing conclusions. The data credibility test includes extending observations, triangulation and discussions with colleagues. The results showed that the Effectiveness of Village Fund Allocation Management (ADD) in Sungai Dalam Village, Babirik District, Hulu Sungai Utara District was not yet effective. From the scope of the variable achievement of objectives can be seen in the indicators: First, the timeframe is right. Second, the concrete target is not achieved. Third, the legal basis is appropriate. Integration variables can be seen in the indicators: First, procedures in accordance with management technical guidelines. Second, the socialization process has been going well. The adaptation variable can be seen in the indicators: First, the village officials' skills are already good. Second, adequate facilities and infrastructure. The influencing factors are divided into two, namely the driving factors consisting of a clear legal basis regarding the management of ADD and the existence of technical guidelines which will facilitate the implementation of village fund allocation management. And the inhibiting factor consists of village officials who are not careful in planning so that many plans have not been realized properly. The education level of village officials is high and the implementation of their duties is good. Budget allocation of village funds that are still lacking for facilities and infrastructure. To increase the Effectiveness of Village Fund Allocation Management (ADD) in Sungai Dalam Village, Babirik District, Hulu Sungai Utara District, it is recommended that the Head of Sungai Dalam Village be directly involved in the preparation and implementation of the plan. To the Chairman of BPD Sungai Dalam Village to pay more attention to the aspirations of the community which will be prioritized in development. For the community to actively participate in deliberations or village meetings. And what is most prioritized in design is how a plan is implemented with the impact that is expected by the community, not just to meet the budget.
