Abstract

Objective: The purpose of this study is to examine the implementation process of the Cultural Scholarship Policy based on the Van Meter & Van Horn model. Method: This study uses a Qualitative Deductive method, where data is obtained through observation, interviews, and documentation.  Results: The implementation of the Kediri cultural scholarship is based on the 6 Van Meter & Van Horn implementation models, namely having Policy Standards and Targets, Resources (5M), Inter-Organizational Communication and Policy Implementation Measurement, Characteristics of the implementing organization, Implementer attitude, and Social, Economic, and Political Conditions which shows that this policy has the same implementation concept as the Van Meter & Van Horn model.  Novelty: This research presents novel aspects in terms of research theory, research location, and research method. In previous years, no research similar to Van Meter & Van Horn's theory had been conducted within the Kediri Regency Education Office through a qualitative perspective.
