Abstract
Objective: This study aims to shed light on Turkish public diplomacy practices by gathering information concerning the public diplomacy implemented by Turkey in Iraq within the framework of the activities carried out by the Turkish Cooperation and Coordination Agency (TIKA). Method: The study adopts a descriptive-analytical method by collecting and analyzing information related to Turkish public diplomacy activities in Iraq through the Turkish Cooperation and Coordination Agency (TIKA). Results: The reactions generated by Turkey's cross-border military operations in Syria since 2016 have negatively affected its mental image, and Turkish soft power has appeared insufficient in this regard. This problem not only stands as an obstacle to Turkey's foreign policy aspirations (to become a regional power) but will also lead to the obstruction of the long-term strategies and plans that Turkey needs to formulate. The main reasons for this deficiency lie in the fact that the institutions managing Turkish public diplomacy do not operate on a strategic scale, as well as the problem of a shortage of qualified and talented personnel. Novelty: This study aims to shed light on Turkish public diplomacy practices by gathering information concerning the public diplomacy implemented by Turkey in Iraq within the framework of the activities carried out by the Turkish Cooperation and Coordination Agency (TIKA).
