Abstract
This study aimed to test the impact of human resource engineering on enhancing performance evaluation in non-governmental organisations, which significantly contributes to understanding and interpreting the relationship between human resource management and the overall performance improvement of institutions. Therefore, the impact of human resource engineering was measured through three dimensions: information and processes, analysis and organization, and the technological dimension. The evaluation of performance was measured through two aspects: improving the material incentive system and enhancing the performance of employees. To collect primary data, a questionnaire was prepared and distributed to a number of employees to assess their awareness of the importance of re-engineering human resources, its application requirements, and its obstacles in their institutions. Data analysis was conducted using the regression model for the impact hypotheses in the SPSS statistical program. The study concluded that employees in non-governmental organisations in Baghdad agreed on the need for their institutions to re-engineer human resources by transitioning to a flexible horizontal structure that encourages easy communication and smooth information flow, with a strong focus on decentralisation. The study also found that employees in the institutions under review agree on the necessity of transitioning to electronic work in human resource management and eliminating paperwork by leveraging the advantages of modern technologies. They also concur on the possibility of redesigning human resource management processes, as there are some tasks that can be eliminated and others that can be integrated without affecting the work.
