Abstract
This study aims to explore the conceptual framework for developing innovative solutions based on Internet of Things (IoT) technology as a key pillar for supporting smart city infrastructure. Given a clear research gap in the literature regarding how the potential of the Internet of Things is translated into sustainable strategic value in urban governance contexts, the study adopted an integrative theoretical framework that combines resource theory and dynamic capabilities, technology acceptance models, and concepts of management information systems. The study is based on a systematic review of peer-reviewed academic literature published between 2018 and 2026, and includes over sixty sources from prestigious journals such as IEEE Transactions on Industrial Informatics, Information Systems Research, Computers in Human Behavior, Government Information Quarterly, the Journal of Management and Economics, and the Arab Journal of Information Systems. The study concluded that the adoption of Internet of Things (IoT) solutions does not, in and of itself, lead to sustainable smart cities unless a system of strategic and organizational factors is in place, including: digital governance, dynamic organizational capabilities, and strategic information leadership. This study contributes to the management and information systems literature by presenting an advanced three-dimensional conceptual model that incorporates technical and organizational developments through 2026, along with a set of practical recommendations for government and private organizations seeking to leverage the Internet of Things in a rapidly evolving urban environment.
