Abstract

Objective: This study analyzes the institutional social innovation of the Community Empowerment Agency (BKM) in Tanah Kalikedinding Village, Kenjeran District, Surabaya City, which has persisted after the end of the PNPM Mandiri Urban/KOTAKU program. The background of the study stems from the complexity of social, economic, environmental, and population density issues in urban coastal areas that require strengthening community-based institutions. The study aims to analyze the capacity of BKM in developing institutional social innovation, identifying implemented strategies, and formulating the direction of an adaptive, participatory, and sustainable institutional model. Method: The study used a qualitative approach with data collection through in-depth interviews with BKM administrators, community leaders, and beneficiaries, observations of institutional activities, and document reviews. Data were analyzed thematically by mapping the forms of innovation, institutional strategies, socio-economic contributions, and factors supporting and inhibiting the innovation's sustainability. Results: The results show that BKM continues to carry out its social function post-program and has begun developing cooperatives as business units to support productive community economic activities while strengthening institutional financial independence. However, strengthening innovation still faces limitations in synergy with the village government and access to some institutional documents. Novelty: These findings form the initial basis for developing an institutional social innovation model that relies on the sustainability of community institutions, citizen participation, strengthening the productive economy, and collaboration with local stakeholders.
