Abstract
The implementations of decentralization and regional autonomy in Indonesia have not been answered all the existing problem in the region, especially in the management of employment areas. It includes the recruitment and selection system, placement, employee development, and payroll system that is loaded with political content an culture of nepotism. In order to restore the original purposes of the principle of decentralization based on local condition, the strategy of personnel management based human resource management which starts from an effective planning model tailored to the needs and designed to respond to environmental changes to get a competent staff. At the end, it is prepared to be the initial capital in achieving improved quality of public services.
