Abstract

SWOT analysis is a tool strategic management that is used to determine strengths, weaknesses, opportunities, and treaths within an organization. SWOT analysis is required in the preparation of an organizational strategy in order to achieve goals effectively and efficiently. The purpose of this research is to know the strengths, weaknesses, opportunities, and treaths to BKD city of Pasuruan and to know the right local government strategy to apply to BKD city of Pasuruan to improve the quality of human resources that exist. This research use descriptive qualitative approach. Data collection methods use are observation, interview, and documentation. The results of this study are as follows The right strategy to be implemented as the development strategy, among others, by wtilizing and following the trainings that have been held in order to improve the human resources of the apparatus, preparation and improvement of human resources apparatus in accordance with the government regulation number eleven years two thousand seventeen about the management of state civil apparatus, and the preparation of minimum service standards in the field of personel. The government must always control all agencies or bodies within the state to exercise or enforce the rules that have been made for the good of the state.
