Abstract
In 2006, the Indonesian government and the Singapore government signed a agreement of economic cooperation, especially in the area of free trade zone in Batam, Bintan and Karimun. As a result, the agreement has affected the policy of spatial pattern model as the priority area of economic development of each region to increase invesment, employment and economic growth. The study is conducted in Karimun regency using quantitive methods, by looking at three main variables: export dynamics, spatial and macro economic variables. From the calculation analysis through LQ, SS and AHP in nine districts of Karimun regency, it is found that all districts have different characteristics, thus it requires a different scenario. Here, the scenarios in each district based on the ability and ownership of existing resources. In this case, the Physical Facilities (Scalogram) helps the three main analysis determine the carrying capacity of facilities and infrastructure in promoting economic growth. From the nine districts, the districts of West Kundur is the major district, which supported by Kundur and Meral districts. As a result, those three districts become a hitterland region and have the main attraction for the sorrounding district.
