Abstract
Due to the overlow of hot mud of Lapindo Brantas, the reconstruction of regional development policies in Sidoarjo regency set to direct regional development to achieve a balance in terms of inter-district level of prosperity. In order to achieve it, the first year of the study aims at analyzing and accommodating the spatial planning activities, and identifying the economic potential of sub-district sources, the economic activity of local area marketing center, production center, and economic development center. The study applies Location Quotient (LQ) analysis, Shift-Share Proportionality Shift (SSPs), and the combination of both LQ and SSPs. While in the second year, the study is aimed to determine the spatial policy of economic development as the central point of economic activity as a local area marketing center,production center, and a center of economic development. In this case, the research use Analysis of Hierarchy Process (AHP) combined with the LQ-SSPs. It expected to create a spatial planning design model in the economic development area of Sidoarjo regency. The result of the study in the first year, using the LQ method, it can be seen that each district possesses some sectors of economic activity that can be used as a base or a potential economic sector during which shows more than one value. While the competitiveness of each economic sector, Sidoarjo district has increasing absolute value or the performance of the regional economy. It can be seen from the positive value of Dij on all the sectors of economic activity.
