Abstract

Objective: The culture of Al-Qur'an literacy among school-aged children in Simeulue Regency is currently undergoing a change. It has evolved from a family and community-based learning paradigm to a more formal structure with TPA/TPQs (Al-Qur'an Education Centers), schools, madrasah diniyah (Islamic day schools), pesantren (Islamic boarding schools), Al-Qur'an educational institutions, and government support. Method: This study used a descriptive qualitative method using an ethnographic approach. Data was collected through participant observation, ethnographic interviews, documentation, and Focus Group Discussions. Data was then analyzed using interactive methods of analysis such as data condensation, data display, and drawing and verifying conclusions. Results: There were three major findings from this research. First, the culture of Al-Qur'an literacy begins with the family, Qur'anic educators, the meunasah, and community solidarity. After that, it is institutionalized through TPA/TPQs, schools, pesantren, and religious education networks. Second, the government is helping to strengthen this process by implementing policies, programs, guidance from the Ministry of Religious Affairs, memorization support, STQ/MTQ (Qur'anic recitation competitions) events, and institutional legalization. Novelty: Third, this literacy culture is closely connected to developing habits of worship, morals (akhlak), respect for educators, Islamic identity, and spiritual resilience.
