Abstract

The oil and gas industry remains a cornerstone of national economic stability in resource-rich economies, yet the full economic potential of its enterprises is frequently underutilized due to operational inefficiencies, suboptimal asset management, and limited integration of digital and organizational innovations. This study evaluates strategies for improving the utilization of economic potential in oil and gas enterprises through a multi-criteria framework that integrates capacity utilization rates, cost efficiency indices, recovery factors, digital maturity scores, and workforce productivity metrics. Comparative analysis of conventional operational models and enhanced frameworks incorporating predictive maintenance, real-time production optimization, and integrated asset management demonstrates measurable gains. Experimental and secondary datasets indicate that targeted interventions can raise average capacity utilization from approximately 72–78% to 86–91%, improve lifting cost efficiency by 12–18%, and elevate overall economic potential realization indices by 14–22 percentage points. The findings underscore that economic potential cannot be assessed solely by reserve size or production volume; rather, the interaction of technological readiness, organizational design, capital allocation discipline, and market responsiveness determines realized value. The proposed strategic model offers a practical pathway for enterprises seeking to convert latent resource and organizational capabilities into sustained competitive and financial performance.
