Abstract

This article examines the determinants of procurement control performance in a transition economy and develops an integrated reform architecture that shifts control from detection towards prevention. The study combines an institutional analysis of the Uzbek procurement control system with an econometric investigation of a balanced regional panel covering fourteen administrative territories over 2018–2023 (n = 84). Two dependent variables are modelled: the price reduction coefficient, capturing the economy dimension of value for money, and violation density, capturing the legality dimension. Pooled OLS, region fixed-effects and two-way fixed-effects specifications are estimated, supported by multicollinearity, heteroskedasticity and autocorrelation diagnostics. The article proposes a six-pillar reform architecture – strategic planning, risk-based digital control organised around the «stop-or-explain» principle, the systematic contraction of direct awards, professional certification, the redesign of remedies, and evaluation on a total cost of ownership basis – and quantifies its expected effects using the estimated model coefficients.
