Abstract

The Smart Indonesia Program (PIP) is one of the solutions to overcome the problem of students dropping out of school but in the implementation of the data used in determining the prospective recipients of the Smart Indonesia Program (PIP) is still not right, slow disbursement of funds and the use of funds by parents of students for spending family needs. Based on the matter above this paper aims to determine the implementation of PIP in MAN 3 Balangan, the factors that inhibit and the efforts made to improve the implementation of PIP in MAN 3 Balangan, Lampihong District, Balangan Regency. This research uses a qualitative approach with the type of descriptive-qualitative research. Data collection techniques used were interviews, observation and documentation. Sources of data taken through sampling of 15 people. After the data is collected then it is analyzed and credited using extended observations, increasing perseverance, triangulation, negative case analysis, using reference material and holding a member check. The results of the study indicate that the Implementation of the Smart Indonesia Program (PIP) in MAN 3 Balangan, Lampihong District, Balangan Regency is still not optimal. By referring to several aspects of implementation there are aspects that are in accordance with the implementation of policies such as the bureaucratic structure while from the aspects of communication, resources and dispositions are still lacking. Inhibiting factors are in the aspects of communication, aspects of resources (staff) and aspects of disposition (appointment of bureaucrats). Efforts are being made to improve the implementation of PIP at MAN 3 Balangan, namely by adding staff and providing training to PIP managers so that in the future it can run better. To improve the implementation of PIP in MAN 3 Balangan, Lampihong Subdistrict, Balangan Regency, it is suggested to the Head of the Balangan Regency Education Office to further improve communication with school managers and conduct socialization to the community, and it is expected that the Principal of Madanganah Aliyah Negeri 3 Balangan School in order to be able to add staff in managing program funds Smart Indonesia (PIP) and the Head of the Smart Indonesia Madrasah Aliyah Negeri 3 Balangan Program Manager to be open when recruiting new managers so that there is no jealousy from various parties because recruitment is more concerned with family relations than open selection.
