Abstract
Education is the main tool that can develop the intelligence and personality of an individual for the better and with dignity which is managed into a system in an institution known as a school. The background for writing this article is to explain Strengthening Character Education (PPK), especially religious characters in elementary schools and how this learning is applied in schools based on inclusive elementary schools. The preparation of writing this article is based on the results of research that has been carried out by elaborating on various theories formulated by leading thinkers related to character education and inclusive schools. The author chose SD Muhammadiyah 2 Waru as the research target for Strengthening Religious Character Education for Students with Special Needs Based on School Culture in Inclusive Elementary Schools. This study uses a descriptive qualitative method with a phenomenological approach that observes a science of phenomena as distinguished from things that have happened, or scientific disciplines that explain and clarify phenomena, or studies of phenomena. While the technique used in this research is purposive sampling technique which is a sampling technique of data sources by selecting people who are considered to know best about what we expect.
